Not to criticize, but would it be possible to install the missing stuff, then continue on with the Allegiance install? (I'm assuming permission is first sought, etc. etc.) I'm just thinking about trying to make it as simple as possible for them to get up and running, rather than having to re-start the process repeatedly until everything is installed. It may not even be possible (due to required reboots), but I thought that if it was possible, that might be the best approach.
