Possibly tie it up to TAC flag? Small game tac means dead miners in under 2 minutes anyway.
TAC flag differentiates games at 7v7, while SY flag does it at 15v15.

Make them take up a miner slot?
Or give them a max cap of their own?
It would make spamming them harder, at least.
