Actually in the CD's I got from Peter Arisman there's a document/worklist of considered game features and their dev status at the time (1999-2000?). Tractor beams was one of the ideas mentioned (but no progress had been made).

Imago approves of the decade old tractor beam idea, but has no plan of attack.
