There is a REASON that that version of the dreg carrier is not the one in game. That reason being it looks like like a giant fish, and I can't stop laughing whenever I see it.

Btw, who ever does the actual texture, they don't have real cockpits.... just "observational equipment"

Modellers:

Milkshape (a should have, as it can convert to allegiance game files, $25, or ask one of us to do the conversions for you)
Wings 3D
Blender
3D Maya
etc.
(I use Rhinoceros, which will be out of your budget, and significantly more complex than you might want unless you're an engineer)


2D graphics programs:

Photoshop (expensive)
Gimp, gimpshop (free)
etc.

I'd start off with Wings or Blender, as they are free. Once you start making some really awesome models, I bet you can convince one of us that has a copy of Milkshape to convert the files to alleg format for you. There's also a way to do it without milkshape using the original dev tools, but its a little trickier to get to work.
