Unfortunately I reinstalled it already but the error occurs all the same :(

Rough translation:

C:\programs\microsoft\microsoftgames\allegiance.exe

The application could not be started because the application configuration isn't correct. To solve this problem you should reinstall the application.

I've the same problem and get the same error message when I try to start the Allegiance.exe manually.

- Tried directly with allegiance.exe, gives error as people said above like Config not correct.
- Beta also not working.

Problems started after the update.

Windows Version (and Service Packs): XP SP 2
Processor Speed: 3.0 GHZ P4 HT,
RAM: 1032 MB
Video Card : Intel 82915G
Sound Card : Intel Built-in.
Connection Type : Router
Modem : Smartlink 56k
Router : Some Chinese made.
Internet Service Provider(company name): PTCL, 256k DSL.
Location(State/Province/Locality, and Country): Islamabad, Pakistan
Installed Mods: None, only default installation.

This seems to be the culprit:
