Well, one of the major advantages of nailing the garrison/starbase is that even if they keep the tech, they can't push anymore techbases. It really goes a long way towards ending the game when you can't replace your major bases anymore.

But I do agree, hvy bombers/med shield3 etc... it'd be nice if they were tied to the starbase for their use.

I agree with shiz, starbase gose so dose GS, everything else is fine.
