Not sure if this is what you are asking, but you can give ships shields with negative regen that start to decay as soon as they launch from base. You could also make something like the DEB shield, just a giant static object with a stated number of hitpoints.
The closest to a damage over time weapon would be a rix combat drone with extreme range and accuracy, with a high rate of fire, but little damage.

Well, about the backstory, i thought of that too a bit, but i am also willing to clarify and rethink the backstory a bit to make it fit a bit better. SpaceJunks idea sounds also good to me and you could put up quite a story from that. Instead of spells or summons you can call it Space-Time distortion technology or whatever. I just dont want to change the general theme and style
I gotta say that, while I realize how much work it is to make a new faction, I really don't like this concept. It doesn't fit in w/ Allegiance at all. This isn't a fantasy game - it's supposed to be set in our reality's future.

Even so, i dont know whats too unrealistic with warp time distortion weaponery and with bio mechanic designs. I mean wtf, Star Trek does that kind of stuff all the time. And Star Wars IS actually SciFi and Fantasy (Teh Force ya know?) I dont mind to give it a less religious background, but i dont will change the Style and Theme.
Hmm about the backstory how about this :
"The GT federation experimented with a new Domesday Resonator with Thorium&He3 yield for even more devastation but in stead of exploding it created a trans universe Wormhole, a universe similar to Hell .
The atrocities from the other side entered the Alleg universe with the thought of making a new Dark empire of torment and suffering"
