I was unable to find the bit numbers 232 or 248 anywhere in the game code so I know that there user defined bit numbers.
Could someone come up with a better explanation of what Locals are? At first I thought that Locals where references to the IDs of ships, but after reading that I'm not so shore now.

Perhaps this would be a better explanation? (Is it a correct one?):

Locals are Def bits that can be turned off. So long as a local is given on an existing station, then the Local bit is on. If that station is destroyed then the bit is turned off if no other station gives that Local bit.

IE:
Station 1
Pre: 50
Def: none
Local: 50 100

Station 2
Pre: 100
Def: none
Local: 50

Station 3
Pre: 100
Def: none
Local: 50

So if Station 1 is built then you can also built then you can build Station 1 and Station 2.
But, If only Station 2 or Station 3 is built, then you can only build Station 1.
