If I'm interpreting this correctly, a boot resign is when a commander boots all his team members and then resigns on his own?

yes, generally this is douchebagery because sometimes the commander want to quit the game, but most of team still thinks game can be won, and than the commander abuses hit ability to boot and boot the whole team just so he can stop playing said game and ruin the game for the rest of the players who are still trying to win.

The correct decision for the commander is to either spam resign (boderline douchebag) or ask for a replacement comm from the team.

A real rageboot happensa when team thinks game can not be won and commander thinks team is the reason. A real rageboot is not an game disturbing event but a big source of fun. Except for some whiny forum lawyers but their behaviour makes the fun for the others even bigger.

Teams these days don't know when a game is lost, imo. They'll keep on fighting in ignorance regardless of the situations which leaves intelligent coms no other option other than to boot resign. Stupid $#@!s. All the smart people saw the writing on the wall and stopped playing a long time ago. Remove boot resign from the ROC, I say! Boot for a better Allegiance!!!
