Well, if you had 20 ships simultaneously ram a garrison full speed if the bomber ended up being short one missile and failing to kill it by a hair, the base could be finished off.
I've seen it done on a smaller base, the bomber died before getting off the final missile, we all rammed the base, and it exploded.
