A less expensive DIY option can be to buy exactly the same model of hard disk, and swap the plate from the old one to the new one. Be sure to make it in a dust free room. You need a few torx screwdrivers for the job.

Laser scanning data recovery of a hard disk costs something between $25,000 - $250,000 there is a very good company in Germany.

I hope you are saying the HARDDRIVE seems to click a few times then cuts out when you try to start your computer, because if thats what the computer in general is doing its not a harddrive issue.
If your harddrive is bricked you should get some "unmountable boot volume" error when you turn the machine on. I know i already mentioned this but you didnt respond, i just want to make sure you are barking up the right tree here with your problem. i HIGHLY recommend plugging the harddrive into another computer to see if it boot up, before you embark on a DIY solution.
Also, if money is tight, i think buying a new harddrive is your best solution. You dont have a very good chance of fixing that harddrive with a new circuit board, especially if there was some weird overheating/fire damage. (other broken stuff probably caused the damage to the circuit board)
