For the same reason that British Columbia has more hippies than the rest of Canada. There was a vibrant community of active hippies involved in smuggling Vietnam draft dodgers into Canada. Most of those crossings took place on the Washington/BC border as that was where the infrastructure was most organized. These guys would have been more "hard core" on their stance.

Weed, lots and lots and lots of weed. The Canadians grow it, and supply the "clones" and seeds in impressive quantities and ridiculous potency... and the Americans smoke it

As you get closer to the border with Mexico you can see the influence of readily availible cheap drugs. It manifests itself differently in SoCal given their parents origions are different and all but the feel of it is there too. (Don't insult the NoCals by asking if San Franciso is part of SoCal

)

Seattle was the capitol of the Grunge scene. Hippie rock of the 80's and 90's .
