No, it won't. It only affects acceleration.

I can dig up an old (and fairly lengthy and math-heavy) explanation of alleg's physics model if you want, but here's a fairly simple explanation:

Drag is proportional to speed. ( F_d ~= b*v ), b is hardcoded constant. Not exactly how its coded, but close enough.
Your ship has thrusters with a maximum force F
Carrying some stuff such as prox increases your mass, and thus reduces your acceleration ( F = ma anyone? )
Terminal velocity is from drag, ( v = ma/b )
Boosters increase your forward thrust, thus letting you reach higher speeds while burning fuel.

In some cases, its almost impossible to reach the top speed of your ship with a heavy load because it takes so long to accelerate to that speed. But you will reach that speed if you fly straight long enough.

I guess that makes sense to me, since I was refering to speeds I saw in game, opposed to, what I should have looked at, the load-out screen. I made a lan game this morning and tried it... I died on the edge of the map before my scout reached 180...
EDIT
Heh... had some fun, apparently proxing their red door is a bootable offense

Wait, you can get booted for proxing the enemy's red doors? I guess it would suck, but you really shouldn't be letting a scout get that close to it in the first place. Also, does this mean that camping the red door is general is a bad thing (ie: boot/banable)? Or am I still allowed to sit with my mini3 int and nail everyone who leaves?

Proxing or otherwise camping the enemy's door or aleph is a perfectly acceptable tactic.

The only reason why I think a commander would boot somebody for that is because he wanted you to do something else.

Camping the red door is good, if the action takes place in this sector. Camping the red door of a random base makes you look like a cheap idiot, who is going for the easy kills and values his kills/deaths ratio more than his team winning.
