I suppose it would be possible to give the flag a very high mass, but this would make it almost impossible for a small nimble ship to change its direction while carrying the flag (alleg has a somewhat-decent inertia and thrust model).

The flag/artifact does already increase the signature of the ship, which carries the flag. This makes it impossible to cloak.
