This is something which sometimes annoy me. I see it get repeated so I thought I'd risk the damn flames and put it here in a thread even though it'll get me BBQed.
Sometimes commanders send their miners to mine the base where they want to launch HTTs or bombers from. Mining that base has a negative effect on the success of your HTT attempts to launch from there. Then the same commanders get annoyed that there is constant enemy presence in that base and that consequently they can't launch an uneyed HTT from there.
And sometimes they ask their players to clear the sector of annoyanes. This rarely works since the other team keeps sending players to that sector.
Here it is, dear commander: that your HTT is eyed 5 times in a row when it launches from this base is not a coincidence. It is the affect of your actions, rather than the effects of the other team's efforts. Half the other team is hunting your miners, and at least one of them flies a scout. You can't launch a stealth HTT from a base if you invite the other team's miner-offence to a party at that base.
Here is a simple solution: Put the damn miners elsewhere. Have them mine some other sector and give your endgame players the peace to do their jobs. You can still get eyed, but at least that way when you have to chase a scout out of your sectors it doesn't get replaces in 30s.
