Actually, CC team has discussed this, at least in vague terms. Aside from the above options, a more significant overhaul has been discussed.
One idea was to make the current Adv SF into a $250 ship you can research at basic Tac, and then create a brand new stealth fighter that flies more conventionally, but is less effective than interceptors or figs at killing miners.
Another idea was to keep the current SF, but add a $250 defensive ship in the mold of a Guardian or Gunship.
All that said, CC Team generally prefers smaller changes, and any Tac changes will probably wait until CC_12 or later. Before you ask, the ETA on CC_11 is Two Weeks.TM

Bashing aside, I must say I really like the idea of a very-short-range gauss. It'd add a new element of gameplay. But it doesn't solve anything.
If you want to give sfs some durability without changing too much, the key is to give them their own shields, not med shields: low hp, but high generation so the SF/SB will actually benefit from bothering to mount it when eyed (SB hp can be reduced to compensate). This is already tested, and works beautifully.
