Stripe
@FB: my timezone is GMT+1 so I'm usually at the "nightshift" of Stripe. However, if enough players are present at Stripe I feel confident that I or one of the fellow Stripe server maintainers (FB, SB or TE) can do a real time monitoring.
Since we (FB+SB+I) can only look "inside" Stripe, and Stripe + Lobby + TAG + ASGS seem to run on the same physical computer, TE might be a better candidate to diagnose a possible problem since he has access to all of them.
I will of course log on from time to time to inspect the Stripe logs, and listen in on IRC, #freeallegiance.
It might be wise to discuss the details on our own "server operators" forum? I do not think there is much interest in the bits-and-bits of the server, and maybe one of the other server operators (GPZ, Planet) has an idea too.

i am shocked none of the operators have heard of this problem. before te took stripe down a couple years ago it was terrible then, too. Recently we had an event or zg or something on the rereleased stripe, i think even te was there, and it suffered these same issues. how the $#@! do you not know about a problem for years?

Before, stripe was run out of a different datacenter, iirc, which is probably why they didn't make that connection there. And the reason none of the stripe people havn't heard of it is because it's A) an intermittant problem that
happens when they're not around, and nobody has made a post about it until today
"Don't screw around with the $#@!head. Trust the $#@!head."
Pretty much.
And, when the stripe gameserver was taken down, I distinctly remember a topic on our forums with players lamenting its death because they felt it had the best average pingtimes for both euro and north american players.
I guess, as with all networks, your performance will vary based on your location.
But yeah, as Eris said... unless someone tells us "Hey guys there's a problem" you can't expect us to know about it.
