This part confuses me.

If someone *has* the keys (TE, TB, etc.) shouldn't we be able to just PM them with the info mentioning we have a beta-tested build (which they would likely have seen anyway) that's proven "stable" after testing and have it put on the AU anyway?

Sure, in theory. But that seems rather inefficient, especially when you have to rely on someone else who might be busy with RL while you aren't. Why not just find someone we trust and give them a key or two?

I agree, I just don't understand the complaints everyone seems to be raising, both here and in multiple other areas of the forum, about our lack of a ZL. It takes days or weeks to go from a stable build to beta testing (it has to be scheduled and announced so people will show up and ACTUALLY test) and once that's taken care of, a few more days to get a release pushed shouldn't be a huge deal.

I only see it as a problem for bugfix patches - the saitek x52 fix or the changeset 536 patch to solve multiple units teleporting at the exact same time and even those have to be pushed carefully lest we end up with massive crashes on an SG day like we had almost a year ago.
