They can only be mounted by heavy bombers, though, and typically people upgrade their techbase before they upgrade their garr, because starbase sucks. XRMs on regular bombers could be an interesting mid-to-late-game base-clearing tech as an alternative to galvs, but heavy bombers are just too expensive and unreliable to make it viable compared to sup's other options.

Show me it in writing. Because I personally had a phone conversation with them, they would NOT put anything in writing a few years back. Plus again, the general conclusion was until Noir gave us his go ahead, we would not use his faction.

I have, and I'm telling you, it needs a perk. I went bios, and for 30 mins after I got XRM I had people yelling at me because I hadn't partialed FBs while XRM was researching. We ended up winning that with hvy bomb runs just before FBs came online.
