(To borrow an idea from earlier in the thread) How about allowing TF adv and hvy scouts to relay lead indicator?
Pros: Bonus for pilots working as a team - miner d, miner o etc. Nerf for massive pack of roaming figs with no scouts with them. Won't hamper TF opening too much. Coms will buy me adv. scouts.
Cons: People will be forced to use teamwork, therby improving their usefulness... Oh, wait...

I'd still add:
* perk up the dps of the guns to 1.0
* Give the guns some spread, maybe half of normal gat / mini / AC
* Put a bit of spread to those damnable bomber guns while you're at it.
