Plus the base speed of dreg miners makes up for some of that extra 30 seconds.

Getting a bit OT here, and although dreg has the nice Yield Bonus they are still expensive because you have to assume the miners live, takes longer for dreg to payday @#(! then anyone else.

Then we could see how it played out for a month or so. Because i highly doubt that anybody can accurately predict how much a set of nerfs will effect ic. I think pick one and go with just that.

Carriers have a 60s rip time.
Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.
What about making it so that their tech bases could not rip(or atleast their exp cons)? They would have to push them from their build base. It would prevent over expansion to quickly especially on small maps. Could you make it so that you had to research con rip functionality? It would slow their expansion as well as give a nice addition to the IC story.
Edit: Atleast this way people could keep their love of IC but still have to work harder to compete!
Edit2: On this thought, could IC miners by default not be able to rip and you would have to purchase the rip ability from the gar... a nice slow rip... then to get the fast rip, you (what is normal now) you need an upped gar

GT is the only other faction without refineries, and I think it is justified that their miners offload at techbases for this reason in combination with their miner's lack of ripcord.
I think letting IC miners rip sufficiently makes up for not having refs in your economy so that IC does not also need this offload perk.
Removing this ability would slow down IC econ in the early stages by forcing them to buy a home rip at the garrison or placing the TP with the OP, rather than a common practice of pushing the op one way and the TP to the techbase sector (where miners can later offload).
