terkovskyr doesn't seem to have made any posts on the forum at all before spamming the messages (unless these were already deleted?) His profile says "11 posts" but I can't actually find any.

My guess is that although under mod preview, the post counter still gets incremented.

On the plus side, this incident has highlighted just how many people are still interested in Allegiance when they're emailed a reminder about it. Perhaps, when R5 comes out, we can spam a PM saying "OMGZ dudez there's this totally rad new version of Allegiance out now with all these wicked shiznick features you should fully come back and check it out bro."

Again, lots of legit organizations spam e-mails at their members when something really big or important happens. As long as this isn't done often, I think doing it to announce major new developments is a great idea to get more people playing.
