Suggestion:
Bombing a base should create some of it's "loadout" as debris.
Ammo, Fuel, and base related tech. Maybe some cash boxes as well, let's say:
Commanders cash / (amount of tech bases + Garr ) rounded to 500. The cash would be drained from comm obviously.
Killing a miner could drop cash boxes as well.
Debris
Don't forget this thread as well,

I realize you are suggesting something a little more simple gleipner, and I agree its a good idea, just pointing out that similar stuff has been suggested before. With the interest this has brought up more recently, maybe one of the code monkey's will jump on it.

It's a neat idea. Makes it feel a bit like we're playing some sort of space pirate (pirates... but in SPACE) game, though.
Instead of just killing the enemy base to take control of a sector, we're plundering it for loot! Suddenly I feel a bit less like Captain Kirk and a bit more like Blackbeard.
Also, it makes a bit less "sense" than ships dropping tech, since there's no real set "loadout" for a base. I mean, yeah, it would logically contain some pieces of tech, but, you know, it's not flying around and using it against your team the way enemy ships are. Also it's a bit more believable that a small, fragile ship might leave bits of technology floating around when it falls apart, than a giant base that probably stored the tech in sealed storage rooms that we just watched collapse in a giant fireball.
Miners dropping cash-boxes, again, same thing. Besides, miners don't contain "cash" per se, they contain He3, and they have to transfer it to a refinery or other base to have it turn into actual cash. >_> I suppose you could create a new treasure called "He3" that only gives cash when docked, a la the Aleph Res, but that makes even less sense, since it's a gas, and would evaporate into space if the miner that contained it were destroyed.
