My latest effort:
However, when I view it in a private server the materials get jumbled up:
Why is this so?
Total materials used: 7
Total Groups: 23

I will tell you why.
The allegiance exporter doesn't care about which materials are assigned to which portions of the model. It cares about the order.
So if the mdl_X groups are ordered like this:
mdl_1
mdl_2
mdl_3
and you have the textures ordered like this:
texture_2
texture_1
texture_3
then mdl_1 will have texture_2 regardless of what it is actually assigned for.
I recommend that you shrink it down to one texture, or failing that, shrink it down to one mdl group per texture, in the proper order
