Refinery/Outpost. Faction X combines them.

And Pkk: Faction X doesn't really refine the He3 too well - Hence, solar power.

im sure somewhere you said that "their miners took forever to fill, but by their emmissions they seem to have excellent refining techniques" (this isnt exact)

solar bases = high paydays?
