Usually though, "skill" is used to covertly mean "match the game exactly to my level of competence." Anyone who is at all worse than me should fail utterly (and humorously!) and anyone better is clearly too caught up in the game and their opinions shouldn't count.
IMNO (In My Newbish Opinion), Vector Lock is useful for:
1. Maintaining momentum after boosting without having to hold down forward thrust.
2. Looking behind you. Since Alleg has stupid/broken key mappings for in-cockpit views, sometimes there's no substitute for hitting vector lock and taking a quick peek.
3. Nanning a bomber. Especially if you're Belters or another faction with good sidethrust: you can pretend the bomber is stationary, and maneuver all around it.
4. Attacking miners/cons. Same reason as above.
5. Dogfighting. I rarely use it vector lock in a fight, but it can be useful for maintaining momentum in a direction without having to hold three separate keys down (and change those keys if you're rotating). Again, this one is pretty rare.
Basically, it's useful because it automatically applies thrust in a direction, and if that's where you're trying to go anyway, it frees up your fingers to do other things.
On my keyboard, vector lock is V.

I've constantly been told by veteran players to use the mouse, instead of the joystick, to play allegiance. I went to try it out and found that the game would only recognize 4 buttons on my mouse. My mouse has 13 buttons on it and I want to use as many of them as I can. The most important thing is i want my wheel to act as a throttle. Does anyone know of external programs that can help in this area?

You can be pro with either mouse or joystick. I'm a mouse user myself, but the notion that only "vets" use mice is crazy. If you have a joystick, that's completely fine, just use whichever peripheral you feel comfortable with.
As for throttle, in my experience you only need two settings, off and full power. Unless you're a Patty Rider, then you'd have either "Turbo" or "Doom".
