Vista 64 Bit Ultimate: Cannot connect to server

Any AV with bundled firewall will cause this under Vista. So yes, that is the problem. The only option is to get an AV program that does not contain a built in firewall (like NOD32 and AVG).

OK, I will elaborate my point a bit further.
Under Vista, there is no known AV software with bundled firewall, that will not interfere with Allegiance, even when disabled. You have to physically remove the thing to play. You have not posted the template, so I can not tell you, if removing firewall will not recude you security. If you do have a router though, there is no reason for having a software firewall in place, as the router has vastly superior one built in.
Also, there is no real reason to keep a constant AV protection on your system, if you just follow common sense while using the Internet (that means not visiting suspicious sites, not opening e-mail from unknown sources, etc.). I do just fine without either (I do occasional scans using on-line AV scanners and connect from behind a router at all times).
That's how it is.
