You guys should have read Thalgor's letter by now, and I'm sure some of you are ready to cry bloody murder. Before you do, I'd like to comment.
When I first heard the idea of disbanding the Senate, my knee-jerk reaction was clear: I thought it was a bad idea.
I was told to hold my judgement and hear the full idea first, so I did. After listening to the arguments for and against, it became clear that the Senate didn't help the community as much as it harmed them. I couldn't believe I was about to support an idea that would throw away something I once worked hard to strengthen.
But here I am, and I am more than convinced that the power does not belong with a few players elected by their squads... it belongs in the hands of the players who constantly donate hours of time every week to keep the newbies trained, the players ingame, the code updated, and the events happening. These players are the ones who drive us forward, and they deserve the recognition they have finally received.
I hope you see these points as clearly as I do,

About the restructuring
1) do ZLs get bigger pm boxes for people pming them stuff
2) there is an assistant ZL thing, could they be considered equal if they wanted to be,
say the dev ZL is dogbones, and for the art forum he chooses personA, could there be a second art ZL personB, ether appointed by dog or personA or both after a discussion?
3) does a ZL get mod status over their zone - in the above, would personA and personB be art mods, and dog be the global dev zone mod?

Each ZL will appoint whomever they want as assistant, and can manage their zones however they want. If they want to give equal status? That's fine. If they want a heirarchy? That's fine too. Each zone leader is in charge of their zone and can do with it what they want.
Each ZL is a moderator of their zone, and can decide to give their assistants mod status too, or not. Again - it's that leader's choice. They've put in months worth of work for this community, so they will get whatever the Admins can provide them with to make their lives easier. If it can be technically done without risking the security of the servers, chances are it will. All the ZL needs to do is ask.
As far as bigger PM boxes for ZLs, I don't know if that's done already, but that's a great suggestion. I'll make sure that happens.

The ZL's have a free hand on running their zones. (As noted in the FAQ, subject to security of the FAO) They may appoint as many people to assist them as needed. They will eventually have a backup in place in case they have to leave for a bit due to RL. All major changes will involve seeking the communitys feedback via an ASGS poll.
I also was hesitant at first about the change. FYI, this has been in the works and discussion since the first of the year. We sat back and observed who was doing the work and how it was being done. You may not have realized it, but the system has been in place (other than ozzy's position) for several months and has been rolling right along.

Always in the Shadows...
BV's right. In reality, nothing has changed except for a post on the top of this forum, and a few forums.
Functionally, we've been running like this for the last month or two.

I'm not sure yet how this change is going to work, but I think it may actually streamline community changes. The Senate itself has always been a bit of a paper tiger, it is the people that provide the work and resources to keep Alleg going that have always had the final say, exactly as it should be. The only real downside is not having representatives anymore to make decisions with an eye to the future. The more we use ASGS polling to figure out what the community wants, the more likely it is that we will see many more quick changes without the time to think about what the eventual result may be.
My best analogy is the advent of Ballot Initiatives here in the U.S. Basically, special interest groups work to get specific poll questions to be voted upon directly by the public rather than through their duly elected representatives. The poll questions, however, are so ambiguously worded that the average voter has no real idea what exactly what the are voting for. Your congressperson, however, has lots of resources unavailable to the general public to help them understand what exactly is being proposed.
I bring this up just as something to keep in mind as this goes forward, not as a specific critique of the changes themselves. I'm very optimistic that this will do nothing but help the community. I also have the upmost confidence in the Zone Leaders' ability to keep the interests of the community at large at heart with any future changes.
