... and if not already done, state which team voice tool is recommended by Alleg community and that the RoC applies to everyone's conduct on said tool!

Okay, it seems pretty clear that we cannot approach Steam with this game because we do not own the Rights to do so.

How about putting together an electronic petition to MS asking them to make the game available on Steam.

The worst thing that can happen is they say no or ignore us.
