If you only have a 4x slot, the 8x card will scale down. But if you have a 3.06 HT processor I doubt you have a 4x slot. You may simply have an 8x slot with a 4x card in it.

Fixed it by reinstalling on a different hard drive, kind of a stupid work around but it worked. :-/
