Everything seems to be in working order with all of the addons installed and running. What caused all the issues is beyond me but at least it's solved.

So this is nifty.

I went through the steps you mentioned to no avail and decided that a reinstallation was in order. Finished up that and get in game to find that, on a vanilla platform with no addons, I still have my problems. I toggled every graphic option I could without success.

So I get in the game and launch to do something and I find that when I target anything, I don't get any notification that I'm targeted to the object.
