Long story short, war between Serbia and Kosovo. To get an exact 50hz, every country needs to give a small amount of electrical power. One country refuses. So the frequency is now 49.99hz. In time that causes clocks to run behind, more and more.

Long story short - it's not that every country needs to give a small amount of power it's that you need to supply power @50Hz, which we don't always do (as lower frequency is less power (less amps (and power is U*I therefore in Wats but still) - could give you the formula for alternating current but am lazy))

I did not realize my alarm clock was a few minutes behind. Most times I look at a wall clock which receives DCF radio time signals from Germany. That wall clock is always on time, and even changes to daylight saving time by itself.

Also the air raid warning system did not activate during the monthly test. In the news they said due to the time problem.

I don't think the warning system test outage has anything to do with it. These systems operated by radio and the digital radio sends its own time signal to sync the radio stations. I don't think the Netherlands use some totally different than we do in Germany.

The old analog systems don't even need a clock, because warning and all clear are just audio signals received by the operator station.
