funding is only part of the problem, as ownership requires profit.
all involved would then wish to be paid. no one can put a number on what it would take.
once that has been envisioned, you could try a gofundme.
i dont see this as a profitable business model, nor has anyone else, or it would've happened a decade ago.

[img]Business model is fairly simple: Free to play with skin upgrades. That's how basically all these games work now and they're obscenely profitable.

It could be done on the order of a few hundred thousand dollars given the right team and licenses. Given exploitative worker practices a CS professor could probably get it done for a few tens of thousands of dollars. EA would probably dump ten million into it and release a @#(!product that everyone bought and immediately complained about.
But in terms of the base of the game, there are several budget advantages for Alleg 2:
1) No need for a story team.
2) No complex animations.
3) Models are far more simplistic than most games (seriously, modeling a realistic face is a billion times harder than modeling a plane).
4) No real need for voice acting talent.
And there's one major disadvantage for Alleg 2:
1) Requires good network code.

Alaskan, i must say i am suprised, that you did not troll in the first post.
On topic, the only thing we need is a dev team that is able to develop a dx11/12 game.
There are quite a few game engines that are free, for non profit projects.
Like unreal engine 4 and cryengine V.
