Could put 75% territory condition as well.

There are other ways to solve the "you can't kill turtled mini3 heavy ints in a two-aleph home sector" problem (i.e., perk game-ending offensive tech).
If you really are dead set on this silly idea ... make this happen automatically whenever the winning team has a base in every sector but one, and the losing teams owns at most one sector.
