Psh it's practically artwork without the art. I would consider the code as anything with actual C++ code in it, not a file with some variables. Just because the code uses it doesn't make it code and Dev ZL doesn't need to do anything in this regard, TE is the one with the power for this and it doesn't need Dev ZL approval but it does need community wide (more then CC) approval as it will change game controller options.
