For Teleports/Outpost they build on most middle rock from Alephs that have been eyed/found.
For Refineries they build on most middle astroid from all He3 rocks that have been eyed/found.
Comm would be able to send chat command or gui command for op/tele/ref to go to sector and it will auto build just like tech cons autobuild.

tell cons to stop autobuilding automatically
if I want to park my exp con outside my garr for 10 minutes without it heading for the nearest U rock, that should be my Imago-given right

Parking is easy.
All you need is some time to give your constructor a command to move beyond the sector border, nobody (except drones) will attack it.
A teleport may helps to get the constructor back from sector border.
