The list is based off of people who wield their int with enough force to rupture the very fabric of space itself.
Basically these are people that are more useful to your team in ints then they are in scouts. So if you see one of the above in a scout, you should probably get some of your voobs to learn their role.

Based on this I look forward to seeing teams being forced to rush heavy scouts from now on due to no one on their team being qualified to fly an int. `4 `4 `4 `4
