Make and version of anti-virus: Avast, Had Norton but uninstalled it, and used the Norton uninstaller.

I have uninstalled norton, disabled my firewall, enabled my firewall and gave alliegence permission, ive disabled unpn, enabled it, ran as administator, ran in xp compatibility mode.

Does your Avast! have a bundled firewall? If so, get one without it, as this is causing problems.
Also, if you're behind a router, you don't need a software firewall, as the router's built-in one is far superior to any available software firewall.

It doesnt appear my avast has a bundled firewall, but im not to familiar with it, so I cant be sure. Should I uninstall it just to be sure?

Uninstall it, reboot, and try Allegiance. If you can get in, then you've pretty much proven that that particular version was the culprit (and mostly likely had a firewall, or firewall-like component). Install an AV that doesn't have that. :D
