I have recently observed a behavior that is both frustrating and uncalled for in pickup games.
Heres how it goes:
(10) Join Up
(14) Sure
(18) Sure
(14) Sure
(4) Lets Go
(0) Yes!
---Game Starts----[time 0]
(18) Mutiny Passed
(18) Posts resign
---Game Ends---[time 1 minute]
(18) Who Wants to be commander!
(10) Make me commander
(18) Negative
OR
A voob or noob takes command, team seems supportive of them and starts game, mutiny happens in first five minutes or less, and previous commander is booted, no longer(without setting up a new hider) able to play. Most likely the mutiny was discussed on TS or with PMs prior to the game beginning in the hopes of preventing the said pilot from commanding.
This abuse of mutiny/boot/resign is damaging to the community.
I suggest if someone mutinies then posts a resign within the first five minutes of gameplay a ban is issued.
I also suggest that if the commander is mutinied within the first five minutes of gameplay and there were no grounds(ie by a SY with opening money or something stupid) for the mutiny, that penalities also be issued.

No, I have not been observing this behaviour personally except once a while back. I saw it happen this morning with a (8)

You know this usually happens when a noob hostages a server and nobody wants him there?
It's sometimes the only solution to get him off the comm-chair, @Allegs can't be online 24/7. If he doesn't listen to step down he has to experience it the hard way.

I will continue to mutiny if com's do really stupid @#(! the first 5 minutes of the games. And then I will post a resign perhaps if he did something like buy a second gar con to plant next to our home.

It is not abuse, it is functioning as designed. Inexperienced pilots have no business commanding. I'm sorry that you can't pretend you're general custard leading his troops into battle but there are other people on your team not just you. You have no right to screw up everyone else's fun just because you want a shot at the command chair.
Learn to fly first, then command. If you do the first one right, people will let you do the second one without mutinying you in the first 5 minutes.

And anyways, if THAT many people dislikes the comm there MUST be a reason...I have yet to have a problem with my dumb ass commanding style, and this hasn't happened...YET...

I've been on the sever at slightly-off-peak times with about thirty, forty people on the server and had a lot of people say, "Phoenix1 for com!" Never mind I haven't a clue how to com... yet.

I'm not speaking to abusive spending habits, but to preplanned mutinies that are not communicated to the voob/noob com. I'm sure people's ELO won't suffer
during off peak games. I'm pro mutiny in the case where a gar gets planted in the home sector, but in most of these cases, they happen before a mistake can be made.
Edit:
I'm afraid that I don't agree with you Arm, PU games(not noob servers) are great places to learn the commanding ropes, the other commander just needs to be of similar skill and not be mutnied himself.

The only reason I could envision someone being mutinied is if they say buy a garrison in the first minute.
I don't agree with the boot part of it...but thems the breaks

Thats just it, i've only ever booted someone that i've mutinyed if they are a loud mouth twat that won't listen to good soild (and nice) advice!
In otherwords, if they are arguing that what they were doing is right (buying their 3rd garrison) and after mutiny they won't STFU then they need to be booted. Otherwise say "No offence but I hope you're a better pilot than comm" and let them have their fun
