Anyway:

What do Pulse Probes do?
(It seems they're more effective then regular probes, but they blow up after a certain point of time)
But I don't know what they do...

And how can you get tech for your team?
(I picked up a Mini3 today, and I went back to base, but it never got processed)

Pulse probes detect enemies in a larger scan range than normal ones, but do not last as long.

The tech requires that you could research the tech in the first place

Belters are the only ones that can use tech without a techbase, but that's only up to the just-above-basic kind. So if they get Mini3 and the techbase is destroyed, they'll still be able to use Mini2

Not exactly true.
In order to be able to use the tech, you need to have the techbase for it.
Examples: You pick up Hunter 2 and dock it, you won't be able to use it until you get a Tactical laboratory.
You already went Expansion Complex and find Prox Mine2. You can use it right away, since that is Exp tech.
You pick up Dumbfire 2 and dock it. Still mounts dumbfire 1 on your BIOS figs. Then you realize that your commander is going Supremacy Center. You will have Dumbfire 2 as soon as the Sup is up, and won't have to pay for the research or wait for it.

This is true for all factions except Belters. Belters are able to use tech right away and regardless of techpath the commander went. Following this, if you find a prox 2 but already went sup, if you dock it, all your scouts will immediately mount Prox 2 instead of prox 1, even though you aren't Exp, which is the techpath that features prox 2.

To say pulse probes do not last as long is an understatement. EWS probes have a scan range of 600-800m (EWS 1-3, iirc), and last around 20 mins. Pules probes have a scan range of ~5000, but last something like 5 seconds.

Belters can use all and any tech they pickup regardless of techbase. Even if it's tier 3 tech like mini3.

If Belters LOSE AN ADVANCED TECHBASE their SHIPS are lowered to the Enhanced version. (int, enh fig, sf) All tech is still kept.

Generally Pulse Probe are great for scanning sectors of hidding ships (HTT, bomber, sfs, low sig ints etc.). Because EXP ship are ints, who have really bad scan range, it is useful for EXP vs. TAC to find ships.

Keep asking questions and you'll improve greatly and quickly. Fell free to PM one of the vets (Read: not noobs on newie server) in game. Especially those with an @alleg tag on, they are there to help you.

Once you know how to fly the craft, hop off the newbie server and head to the more populated ones. You learn so much better that way.
