Having alcohol in your system gives you immediate +10 to commanding. +50 if you are incomprehensible.

The second best game of Allegiance I have ever flown in (after the time Xertov commanded of course) was when IB commanded and the first thing he did was buy Si Mines. This was lol worthy as all Si rocks were on the other side of the map - DEEP in enemy territory. We won of course

This is the problem that people have ALWAYS talked about in Allegiance, your mediocre now but over time you probably could be a good commander if people would allow you to take comm.
Everyone wants to win in this game but not everyone can, someone always has to lose and if I can give a chance for a newbie comm to get some experience, all the better.
The biggest problem I have seen isn't really the vets, it's the new comms not communicating anything to the team, so people are not sure what they are doing or planning.
Personally, the area of allegiance that really needs work is the communication systems in the game. I have started working on a spec that I will pass to the dev team to review. Commanders need more options to control the games players and provide instructions at a button press (complex orders need to be sent to players/wings, having preset options that a comm can send would help a lot).
This has always been a problem and always will be a problem until the tools in game are improved to make communicating easier and faster. One example is the trying to setup a camp, when you give the order and a pl. ayer accepts it the route ignores the fact that you can dock and relaunch from another base, newbie takes the long route.
Having an option that gives two waypoints, first is the closet base, after docking a message should come up telling the player to teleport to <Sector> + what ship type to use.
i.e. New Orders: Camp Aleph in <Sector>, Use Interceptors, and keeping the current orders showing in the Game panel or somewhere (with more detail than the current system provides)

This isn't needed because it's not that hard to learn the game.
