In the medieval era, the powerful had knights who could easily dispatch many serfs. They had castles.
That is nothing compared to the information management, nevermind modern weaponry and tactical control, and drones. Did you happen to notice how quickly the USA crushed the 1M strong veteran Iraqi army? WTH do you think some American citizens with any amount of small arms could begin to do should the nation's military be turned against them? Not that it would have to come to that, because odds are any nascent revolution would be observed and managed long before it came to force of arms.

Seeing the desperate situation at Calais (Francd) I think our UK neighbors have something else high on their priority list. Also in PKK country. In my little country™ people are getting nervous too.
For the cynical people here: imagine a multiplayer single map of Tower Defenders with not co-operating players. The walls have huge gaps. Weapons are not an option. Than send in refugees being manipulated by cold blooded, calculating country leaders.
Seeing the number of meetings in the EU I doubt there is even an effective plan, except for the political correct yadayada.
And the poor souls travel from country to country.

Firstly, that's what we have armed forces for.
