I don't buy it, for one thing ten times as many people played Allegiance back then compared to now (if the games were the same size then okay) but we're talking about a 15v15 game here. If I'm commanding I don't necessarily want the majority of my team to be in scouts, I want them in figs defending my cons and scouts should either be there nanning or SR'ing. If you take away the SRs, I suppose the four to six spare scouts (there are usually only two left after attrition sets in normally) could be a mighty bushwhacking force on their own.
So if it is a major perk...Rix doesn't really need it either. They're weak but not that weak. Honestly I wouldn't mind seeing it just to shake my beloved Rix up some, but looking at my posts it seems I went down the "no nerf" route fairly quickly after my first. But like Psych said, Rix scouts are probably the weakest scouts in the game (at least Giga have missiles) and ripping them to each other like I said wastes manpower.
If you wanted to perk Rix (I do think Rix needs a perk, even if a minor one), perk the figs, they could use more fuel on top of the global fig fuel perk and keeping their hitbox the same as now (10% smaller). Rix don't have anywhere near the starting power of IC and even a fuel perk wouldn't make them equal to Lt Ints in goodness but it's a little sweeter.
But let me get back to my MAIN point. Nobody yet has answered WHY Rix SRs need changing. "Clumsy" and "disagreeing with their implementation" aren't real good reasons. "They Suck" and "They're Uber" ARE good reasons. Since SRs aren't broken, why would you want to fix them? It doesn't make the game better...it just makes it different. If the rest of the Core is running smoothly, then by all means implement a bunch of changes to Rix to shake things up. But quite obviously the Core isn't polished enough to throw a entirely different gameplay style into the mix just yet.
