No, it's much worse. He's ripping up memos and other correspondence that originate outside the executive branch, which he has a duty to preserve, which may exist in no other archive.

I don't interpret that as the presidents responsibility to refrain from altering a document's form. I imagine if he burned them, there might be a violation, but as long as all of the document is preserved, does it matter what shape that document is in?

I presume you're right but, without reading the Records Act, I'm not sure where the fine line is.
