Elzam, you are a complete retard. Hit F9 and tell me your screen doesn't turn with your ship. Your heading and your course are two different things.
Lans, I believe this is a bug. I don't think anyone ever measured the difference between the two since they are equal when the max axis yields max allowable turn rate. If the max axis value is changed, the linear and quadratic do not properly reflect the changed value.
