No-one has disputed the numbers on the servers. Or pretended they were lies.
People have disputed your interpretation of the reasons for the decline - which
at least from my perspective has been a reasonable steady decline in numbers since I joined.
Reversing this decline is the aim.

I dont disagree with your overall sentiment, I doubt anyone else here really does. Allegiance playerbase is on a Decline, but not as large as most people think. Anyone who has been her 4+ years(this is not a stab at people for how long they have been here, before that starts) has seen allegiance with a lot smaller playerbase. I originally rejoined Allegiance back in 05 from a weird free MMO site, I actually had NO idea the game had a forum until about 9 months later, just due to the fact that it wasnt advertised anywhere I had noticed.
When I joined the forum and such we had a playerbase of around 400 if that. SteelFury had just been reborn and the top squad was XT. The playerbase in 08 jumped astronomically, to nearly 4 times the state it was in when I joined. A lot of new faces came about and a lot stayed, some of the old vets died off and some of the newbies did.
The problem literally has been identified a million times, allegiance is a 10 year old game with dependancies on a near redundant system. While this allows "almost" anyone to play, it hinders our competitive-ness with newer more sparkley games. Couple this with the fact that the gamer playerbase is completely different now, most warriors being FPS shooter addicts, the game is going to struggle.
Allegiance just does not have the resources to make it a game that sustains large numbers of players for large amounts of time, unless some millionaire comes along wtith a kind heart and hires a dev team to completely rewrite the engine then it never will. Its just like any other "Indie style" game out there that has a hardcore playerbase and a steady slow stream of new players.
In short, too many of the newer generation players joined when FAO hit its peak of players in all of its time(note i said FAO, not FZ or AZ) and now because allegiance is slowly settling back to the way it was, think the game is dying due to our number decrease. The only difference between now and 2005 is that Allegiance has a lot more people with knowledge and time who are willing to fight back.

Trust me when I say reputation based on posts which displays on every post someone makes causes far more stratification, griefing, and abuse than a five bubble rank on a barely-viewed profile does.

In addition to what you have listed, the reason it works on StackOverflow and Slashdot is because the communities are FAR larger than this one is so the ratio of asshats to "average" posters is far different.

One thing I noticed alot is that there are alot of fake noobs I'm sure everyone see's them the 0's who get 10 kills 9 assists with 1 eject in a game then they pretend to be a new player and also making the teams very uneven especially if there are 2 or more fakes on a team and the opposite for the opposition. I bet there are 3 or 4 fake noobs for every real noob playing. The point I'm making with that is a REAL new player just learning has to play against these guys then get discouraged easily after getting owned over and over ,or a new player opens a server for himself NOV ONLY option so he can learn a bit, then these guys join just to beat up on him . Another thing is in a big game newbs to novices arent treated fairly they get yelled at or booted for doing things that are noobish well THEY ARE NOOBS !!!!!! MAKE THE BOOT OPTION A TEAM VOTE ( if possible ) I doubt that would hurt the game, or remove the boot feature alltogether meaning, the command accepted that player so he has to finish the game with that player. This is a great game already with alot more potential I doubt the reasons I gave are the real reasons it has a declining playerbase it just needs to be seen by more people .

Nothing as far as I'm concerned but it got a few people banned by Pook for abusing the ASGS reputation system.

Those people generally get reported to the @Allegs whenever they're noticed and get linked/punished.
They don't *all* get caught, but there is a concerted effort going on continuously to catch them.

Such behaviour is not tolerated. booting newbies is against the rules. And circumventing te security system to appear new when you are not is also against the rules.
If you see such things (obviously fake newbs and/or newbs being Booted) - report them to an @Alleg or to Blackviper directly (quoting server/time and details).
All the community should help with enforcement IMO,
especially when it comes to newbie protection.
P.S.
I'm against removing boot or making it a team vote. Sometimes one person's actions can effectively spoil 20 player's 2 hour game. In such cases a swift boot may stop that.

Perhaps it should take longer in the future ( if the newb influx picks up ) so that it takes longer for Novices to be able to play in a more advanced games servers. Example , a new player in a Newb server has to put in so many hours before being able to play in a Novice server and so on and so forth etc etc. 3 levels of server ranks Newb , Novice, Intermdiate to veteran . Sorry I wasnt talking about booting brand new players but I'm sure there are alot of level 5 and up who still dont have a clue about alot of this games technical aspects and get booted for doing noobish things which should at least be tolerated or atleast help the player understand his mistake first and if his answer is something similar to chuck you farley then boot him.
