My understanding is that the second was occurring, while I can understand to a certain degree, and not a good thing. If the reason was the third , as I said above, it is even worse.

This sounds ugly if true. My impression was that these were voluntary searches. Also, you should know that police are allowed to search a home without a warrant if they are in hot pursuit of a dangerous fugitive.
