Used to be that everyone got given some money but automaticalyl donated it to the comm, to mutiny, someone would stop donating, and then others switch to donate to them instead of the comm - with the number of people donating to someone worknig like a vote for comm. you would have to plan your mutinies in secret, and it was really cool except it was always ruined by those meddeling kids (noobs) who didn't know how to change who to donate to, so the mutiny wouldn't happen fast enough giving the comm time to boot the mutineers.
You just haven't been here long enough derf to know what it all meant. Even as close as a year ago Alleg looked different to how it is now.

You exaggerate a little gui, this was closer to 2 years ago.
Yes it's there for historical reasons... a remnant from the pre-R4 days when it had a purpose. That's no reason to keep it there though, so it could probably be removed or modified for R6. Ditto the payday message, that shouldn't be hard to change.
The moral of the story here is, test R5 so it can be released!

The only reason stop donating gets used anymore is so that the comm doesn't get spammed with lxy requests as giga or so that the one guy on your TF/IC team who's been probing all game always has beacon/rp money.
Actually if I recall correctly, the paydays are supposed to represent a salary paid by your faction to every pilot... So far from something that would be taxed, it's more like a government bail-out. Besides, in many games donating to the commander is mere charity, and charitable donations are tax-exempt...
It's not really charity is it? You (and possibly your ship) have a tendency to be instantly, and permanently vaporized by anti-matter neural implants if you feel so inclined as to hang on to your pay check for more than 5 seconds.
