Well the newbie server is for Newbies. If you've played enough for your rank to EVER hit (8) then you're obviously not new. Hence you're not a newbie and therefore not allowed on the newbie server. You may of course still be a noob as that's far more a state of mind than simply being new to the game. I personally wouldn't know whether you're a noob or not.
What's the attraction of the Newbie Server anyway? There aren't any really good games on there, it's a place for learning the basic controls. No more, no less.
