after realising this isn't the other thread...
you can think of this as an update to the terms+conditions of allegiance (even though it isn't a change, it's a, "in case you missed it the first time" thing)
you were asked did you read the conditions, you clicked no. you don't play because you didn't read/understand the conditions so cant have agreed to them.
and for most people it is included when you install the game, it was just much simpler to give it to everyone, + it makes new people who have installed the game recently who are most likely to need to read it have the opportunity to read it

If this message was introduce when I installed the game it would be different. The issue is is wasn't.. I am a registered member, email certified and a know member of this community. ?Yet I hit no I don't understand and i am no longer able to play this game.... Unless I am FORCED TO HIT YES I understand to play..
Include it in the original license and send everyone else an update on the license agreement is the proper way to address this sort of situation. Don;t give me access to play and then tell me if I don't hit "YES" i Can't play!

No, it's not a term and condition, it's not an addition to the EULA, it's not a requirement, a RoS, or anything else. It's a courtesy warning trying to help people understand what happens when they log in to another alleg player's computer.
If there was a pop-up that read: " 'Be nice to newbs!' Click 'Yes I understand' or 'No I don't understand' " The result is just the same. No new info, it's not something added or anything. It's an effort to help people understand what account linking is and what causes it. If you understand that, then you should click yes. If you don't understand what that means, then you should click no.

The reason there is a "YES" and a "NO" is so that when little Billy Bob installs on his buddie's computer and starts it up for the first time - he reads that box and says "Oh $#@!, I don't want to use my callsign" and hits No.
